Regarding the freedom in regards to power choosing, didn't CoH have that way back in the beginning? I think I read about it somewhere, and that it was quickly removed as it made for some seriously overpowered builds.

I read something similar, but I still prefer that to power sets :P

Don't know if you've tried Champions, but they have 'prerequisits' for taking certain powers, to counter the situation you talk about.
"You need to have 3/5/10 other powers from 'Martial Arts' before taking this power"

So unless you focus on one or two particular powersets you can't access the more powerful powers.

Powergamers wouldn't spread out too much, but a roleplayer could...

That actually sounds like a viable solution. I haven't tried Champions yet. Does that solution work well? I have to admit it sounds pretty nice to be able to mix and match from any power pool.

though you can get the powers without having the X-amount from a cewrtain set, as long as you have y-amount of powers, I think it is a couple of extra powers.

CoX did have a free choice system while in development but it was abandoned pretty rapidly for the reasons given. Although the same option in Champions was nice, it did mean that players tended to gravitate towards certain builds for being uber rather than going with something fun. They had, and as far as I can tell, still have a problem with balance in that game.

I did try it but my reasons for quitting was due to the grumpy community, the toxic forums and the way that the graphics made my characters look like comedic, lampooned versions of what they were meant to be.
